Abstrak

This research is entitled "Legal Protection of Workers/Women Workers Working in Asahan Regency Companies (Manpower Office Study)" and aims to analyze the form, implementation, and obstacles in legal protection for women workers. Women workers have an important role in the workforce in Asahan Regency, but often face employment problems, such as wage discrimination, excessive workload, limited access to menstrual and maternity leave, reproductive health protection, and occupational safety guarantees. The analysis of this research is based on laws and regulations, including Law Number 13 of 2003 concerning Manpower and related ministerial regulations, and examines the role of the Asahan Regency Manpower Office in supervision, mediation, and protection of women workers. The results of the study show that normatively the regulation has provided an adequate legal basis, but in its implementation there are still obstacles, such as low awareness of companies in complying with the rules, limited number of labor supervisors, and lack of understanding of their rights by women workers. Socio-cultural factors also affect reporting of violations due to fear of losing their jobs. The Manpower Office is making efforts through regulatory socialization, legal counseling, and mediation, but the effectiveness of supervision still needs to be improved. Overall, this study concludes that legal protection for women workers needs to be strengthened through consistency in law enforcement, optimization of supervision, and empowerment of women workers to be aware and brave to fight for their rights, so as to create a fair, safe, and dignified work environment.
