Abstract


Land or territory is the main element by country. For the people of Indonesia, this is something that this country wants to express as an agrarian or archipelagic country, land has a very important position of importance when the context of human life and life is carried out. On the other hand, for the state and also for development, land has again become the basic capital for carrying out state life in the context of the integrity of the Unitary State of the Republic of Indonesia (NKRI) and for realizing the greatest prosperity of the people. For those who want their position like that, it is guardianship, ownership, use of land or use of land to share guarantees of legal protection based on the government.
